neutron ironic port mapping

Ironic ports and portgroups correspond to the physical NICs that are available on baremetal nodes. Neutron ports are logical ports that are created on tenant networks. When booting a baremetal node that are attached to multiple tenant networks, these two types of objects need to be properly mapped to each other so that the ironic ports or portgroups are used for the intended tenant
networks. This also provides a way to map multiple neutron ports to a single ironic port. In the case of VLAN, it supports VLAN interface configurations on top of physical ethernet interface or bond interfaces.
