[RFE] Support for extended PXE kernel boot options

Bug Description

Provisioning physical servers may require passing specific options to the kernel via PXE. These kernel options may be required by hardware but we can also use them for troubleshooting and debugging installation on later stage (serial console is a classic example).
PXE kernel command line should be build from two parts, global kernel cmdline and the per node one.

This is available through the kernel_append_params option/setting.
