[RFE] Send iLO health sensor metrics to ceilometer

Bug Description

The Proliant platforms provide platform health information via the RIBCL, GET_EMBEDDED_HEALTH interface and we would like to make this information available to users. This is vendor specific information which is not available via IPMI. This RFE is for the creation of an iLO Management interface which would implement the get_sensors_data() interface. The ILO get_sensors_data() interface would return ILO health information as a set of sensor records which would then get propagated by the ironic conductor to ceilometer.

    Add the ability to send vendor specific sensor events, in addition to IPMI sensor events, to ceilometer. This change is for the L release and it is designed to enable support in ironic for sending sensor events to future metering systems.

This would likely be ideal for a Redfish analog, since I believe RIB features are no longer being added by the proliant driver team.
