Bug Description
Determining which power states are acceptable for node deploy and destroy
should be left up to the driver. For example, the PXE driver requires the
machine to be off before deploying to it, while the Agent driver can benefit
from nodes already being on, running the Agent ramdisk. (shaving off a
potentially long POST cycle).

This is an old BP from Rackspace that I don't think is needed any longer. This could be part of a larger "long-running ramdisks" spec though.
