[RFE] Get console log

Console logs are very useful to debug the node deployment. This blueprint adds the support for saving and retrieving console log output for the nodes. A function will be added in the ConsoleInterface. The ipmitool and the impinative drivers will implement this new function.

Thanks for contributing a specification to Ironic. However, because it hasn't been updated in 6 months or longer, I'm abandoning it. This is merely an administrative action to keep it out of the review queue since it is stale. If you'd still like to see this specification implemented in Ironic, please develop a new version of it addressing any negative feedback and updated with all new sections required to pass tests, then restore the patch and push the updated version to Gerrit.

FYI: VirtualBMC may have serial-over-LAN support. IMO, it's usable to develop and test serial console and console log in Ironic.
