Node cleaning can only happen in the specified network

Bug Description

Ironic node cleaning need a global configuration option "cleaning_network_uuid", which means node cleaning can only happen in the specified network. For a environment having multiple network, cleaning will fail.

Ironic shall have the ability to clean node through the original provisioning network.

Under multiple network environment, cleaning_network_uuid will not fail. But yes, under a multiple network environment, when a specific network is supplied as cleaning_network_uuid, cleaning will happen only for a specified network.

Possibly, the manual cleaning of ironic, https://blueprints.launchpad.net/ironic/+spec/manual-cleaning can help solve this issue.

I'm not sure how you want this to be addressed, but there is a new feature (not yet implemented) that will allow cleaning networks to be specified on a per-node basis [1]. I'm going to mark this as a duplicate of that RFE. If that won't address your problem, please clarify. Thanks.
