Bug Description

When deploy requested with 'boot_option':'local' with 'secure_boot':'true' it fails.

When localboot deploy is requested, ironic do not install the signed bootloaders hence secure boot of the node fails.

The configuration of node with secure_boot:true and boot_option:local should be returned as 'Invalid' configuration.

@jim-rollenhagen: Yes. This was taken care when support for 'boot_option':'local' was added in UEFI boot mode. It installs signed bootloader taking care of secure boot requirement. New element grub2 was added to DIB which is incorporating signed bootloader into the partition images.
