Today IPA is not capable to create uefi capable deploy iso.
DIB can create uefi capable deploy iso but works only for fedora.

FYI using dib with the following command:
disk-image-create ironic-agent fedora proliant-tools -o ironic-deploy
And the using the development version of mindi (Cf: http:// trac.mondorescu e.org/browser/ branches/ 3.2/mindi) I'm able to create dual mode ISO images (BIOS and UEFI compliant).
Using e.g:
mindi --ironic /httpboot/ ironic- deploy. vmlinuz /httpboot/ ironic- deploy. initramfs UEFI grub2 /httpboot/ grubx64. efi
