Move ironic to oslo-config-generator

Bug Description

oslo.config now has oslo-config-generator, so we can move away from the generator code pulled in from incubator

Hi Jon,

I already put a patch up for this https://review.openstack.org/#/c/128005/ (haven't opened a bug tho). I need to update the patch, but I'm working on the same problem, feel free to update my patch if u want and add urself as co-author
