Gaim doesn't provide files to build plugins

Bug Description

debian/rules ends with this rule:

binary-post-install/gaim::
        rm -rf debian/gaim/usr/include
        rm -rf debian/gaim/usr/lib/pkgconfig
        rm -f debian/gaim/usr/lib/gaim/*.la
        rm -f debian/gaim/usr/lib/libgaim-remote.la
        rm -f debian/gaim/usr/lib/libgaim-remote.so

that removed files from the package that are neccessary to build gaim plugins on
ubuntu systems

a gaim-devel package should be here soon as already discussed in #3959
