Bug Description
The ironic state machine has a special provision state called ``adopt`` that allows a pre-defined operating node to be marked as ``active`` in use by ironic, when it was deployed by other means.
The UI has no concept nor understanding of this, but it allows a node to take the following transition:
MANAGEABLE -> ``adopt`` verb being sent -> ADOPTING --> ACTIVE
or, adopting can fail and go to ADOPTFAIL state.
Adoption can be re-attempted in ADOPTFAIL, or the node can be sent to MANAGEABLE state.
