Bug Description

We should publish the release notes somewhere.

That said, ironic-staging-drivers is not under the governance of any official OpenStack project so we can't use the normal openstack-releasenotes-jobs to do it. Asking on #openstack-infra it was suggested that we could just publish it as part of our docs (in rtfd).

Here's the LOG:

<fungi> yeah, the only thing necessarily official about the current release notes job is that they publish to a central, official site for openstack projects

<fungi> but as there's no central site for unofficial projects to publish things like release notes or documentation, it's more of a question of where/how you want to do that anyway

<fungi> so as mordred suggests, bundling into your docs builds and piggybacking on your current docs publication (to rtfd.org or wherever) is probably the simplest
