Bug Description

Metrics support, including dev docs, have been merged for ironic-python-agent. In order to complete this work, metrics need to be added for the GenericHardwareManager, and all IPA extensions, but particularly standby.

Today, IPA cannot send metrics unless you're using the statsd backend (no Ironic-Prometheus-Exporter support for IPA-originated metrics). While this is a thing we could do, and likely would merge a patch if it existed, the lack of known users for the statsd metrics backend makes this not a good use of time.
