Bug Description
ironic-lib is a library meant to be consumed by IPA, Ironic, and other projects under Ironic governance. As so, it should have developer docs built. These docs can be both in the form of rendered docstrings and prose documentation.
This would also require adding infra jobs to publish these docs.
I suspect a good candidate for initial documentation would be the metrics interface.
