Bug Description

When time elapsed equals exact number of weeks, the week counter may return -1 instead of zero

tried to fix by working around - if weeksfrom field = -1, then use 0 weeks. Unfortunately, this also causes an issue where 1 week may be 1 day out.

Closing as it is has not been reported elsewhere. Recent changes to the counts may have also removed the problem
