blank lines in history

Bug Description
When I hit return the prompt numbers are incrementing and blank lines are inserted into history.
I would rather have empty lines NOT go in history and NOT increment the prompt number like it used to do.
Running a test from all my versions available for Python 2.4, this behavior changed between version 0.8.2 (where blank lines were ignored) and 0.8.3. I was using the same config files.
This happens in Windows and Ubuntu. py2.4-2.6, IPy 0.8.3-0.11.
