the WITH-MUFFLED-OUTPUT doesn't completely muffle

I believe *LOAD-VERBOSE* and *COMPILE-VERBOSE* need to be NIL in src/base/asdf.lisp WITH-MUFFLED-OUTPUT.

I was trying to muffle externally but these binding are overriding me and causing the compilation to spew output.

Oh, I'm using SBCL and setting the two variable to NIL does completely muffle.

Thanks, I just committed something to this effect. I'll try to move this
to ASDF2, because it would be better for the user to request muffling
