quotas listed in VM creation form are confusing

Bug Description

In the form you fill in from the front page to create a new VM, a maximum disk size and amount of memory
are listed. These amounts reflect the unused portion of the respective quotas associated with the locker
that shares the user's name. These numbers aren't meaningful in the case where a user is creating a VM
to be owned by a group locker they administer. In addition, it's not clear on that page that the numbers
are anything other than your total quota (i.e. that they exclude the amount of RAM in use by your other
powered-on machines and the amount of disk consumed by all your other machines), and it's not clear that
they're only applicable to the quota for your user locker as opposed to other lockers you control.

It might be better to move the Owner field to the top of the form, and recompute those numbers if the owner
changes. Also, perhaps it would be clearer if the numbers were shown in more detail
(e.g. "quota for mitchb locker: total=512M, used=200M, remaining=312M")
