invirt-vnc-client and -server should be one source package

Bug Description

The reasoning is that they have a mutual interface, this interface
changes sometimes from version to version, and putting them in one
source package guarantees you'll upload new versions of both binary
packages at the same time.

If someone gets to this before me, one thing to keep in mind is that upgrading the invirt-vnc-{client,server} binary packages won't cause the newly stale source package to vanish from the apt repo.

You'll want to run:
reprepro-env -T dsc remove stable invirt-vnc-server

(loop over all combinations of {stable,unstable} and {server,client})

I'm giving up on this ticket for now. When I tried to merge the two packages, I discovered that I couldn't figure out how to use python-distutils.mk and makefile.mk in the same package without either (1) defeating the point of even using CDBS or (2) resorting to horrible Makefile/CDBS-internals-dependent hacks.

In my mind, this bug blocks on http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=504346
