intltool-extract should write pot-files directly

Bug Description
It would better if intltool-extract writes pot-files directly instead of C header files as it does now.
The reason is that the references which the pot-file have to the source files is useless if they indicate a temporary C header file made by intltool-extract, and the references can in some cases be very valuabel to the translators.
intltool-extract could just as easily write a pot-file with correct references.
The pot-file made by intltool-extract can then be concatenated with the pot-file made by xgettext with msgcat.

Yes, it would be nice to do this. It would also be a big change to the code as it is today.
