intltool prints non-ASCII-encodable characters

Bug Description

Some parts of intltool will print non-ASCII-encodable characters. If there are errors from "intltool-update -m" this happens. This means any wrappers around intltool, or build systems, may just error instead of behaving properly, since they are unable to encode the characters to ASCII.
