Bug Description

Originally thought I was suffering from https://bugs.launchpad.net/intltool/+bug/923841 because intltool wasn't picking up my newly-written gnome shell app menu gtkbuilder code (despite the fact that I confirmed that I had the fix for that bug in place), but then it turned out that I had accidentally written the new xml code with single quotes instead of double quotes (eg, translatable='yes'), and intltool was not extracting those strings at all.
