Description:
accel-config tool will support list of IAX/DSA versions and libaccfg will provide the library support to retrieve accelerator HW version under device for user application.
Accel-config
○ Provides DSA device configuration
○ Allows load and save of configuration in json format
○ Provides control of DSA devices
Libaccel-config
○ Provides C API to config and control DSA devices

move to 21.10, hopefully deb package could be added in 21.10
