Runtime PM for Thunderbolt host controller (Titan Ridge)

Description:

When in RTD3 mode the host controller is present always. In order to save power we need to move it to D3 when it is idle.

should be. Upstream developer have mentioned submit the patch in June. I am double checking with him.
upstream bugzilla is not updated. Once it is confirmed, I will let you know.

They have been in 4.19-rcx, seem need to be backported into 18.10.
