Bug Description

RDTSC scaling is a new virtualization feature that applies a scaling function to the result of the RDTSC and RDTSCP instructions. The purpose of doing so is to avoid the need to VMexit on these instructions in order to maintain the appearance of a consistent TSC rate while in a VM, even though the underlying hardware is counting at a differing TSC rate.
