[Feature] Add PMDK (formerly NVML) package for persistent memory

Add PMDK (formerly NVML) is a library for using memory-mapped persistence, optimized specifically for persistent memory.
It provide APIs for applications wanting to use persistent memory.

HW: Apache Pass

PMDK 1.4 has been released (https://github.com/pmem/pmdk/releases/tag/1.4)
and pushed to Fedora rawhide.

Updated RPM spec is available here:
http://pkgs.fedoraproject.org/cgit/rpms/nvml.git/plain/pmdk.spec

Update PMDK package to version 1.4 (or later).
