Bug Description
currently flavor used in test_numa_topology is using 2048MB and 4 vCPUs
to test numa topology there's only 2 vCPUs required, according to current way the test is written 4 vCPUs are needed
the image_ref used by tempest is cirros which should be happy with 64MB of RAM (which is also enough to test two numa nodes)
