Bug Description

during testr runs of the intel-nfv-ci-tests I can see:
/usr/local/lib/python2.7/dist-packages/tempest_lib/__init__.py:28: DeprecationWarning: tempest-lib is deprecated for future bug-fixes and code changes in favor of tempest. Please change your imports from tempest_lib to tempest.lib
  DeprecationWarning)

tests should be using tempest instead of tempest-lib going forward

    replace tempest_lib with tempest.lib

    As using tempest-lib is deprecated we need to
    use lib under the main tempest library.
