I am experiencing this issue also on my new Lenovo Yoga 12 ultrabook with Windows 8.1 64bit. I've been using Inkscape for more than 10 years with no significant problems, but this is really frustrating, making it almost impossible to use the application. Disabling visual effects in OS does not seem as a solution to me.

Please raise the priority of the bug as it may also draw back new users of Inkscape.
