PDF to SVG export causes SVG to be mirrored

Bug Description
I am using Inkscape from the commandline to convert the PDF files to SVG. Using this file I get the SVG output from a PDF to be mirrored
I use the following command
inkscape -z Acrobat\ 9x.pdf -l Acrobat\ 9.svg
I have tested this in two different version of inkscape:
Inkscape 0.91 r13725 (Ubuntu 16.04)
Inkscape 0.92.2 (5c3e80d, 2017-08-06) (Centos 7.4.1708)

The PDF is exported as Acrobat 9.x whereas the PDF exported is of lower than 9.x say Acrobat 7.x and Acrobat 6.x they work!
Please, look into it and let me know if something is missing!

Can reproduce with Inkscape 0.92.4, cannot reproduce with 1.0alpha2 (883c7bc26f, 2019-06-02).
