No suggested file name on save

Bug Description

In the .40 windows release, the file save dialog no
longer provides a default name for new drawings.

Confirmed for win32 build 15th Dec. But I cannot remember
that it ever did give a default name in the save as dialog.

Hi,
I just got a report against debian's 0.43 which goes in the
same direction. Ambrose Li reports:

2. Save file as /tmp/foo.svg

3. In the same inkscape instance, create a new document

4. Save the new file as /tmp/bar.svg

5. Go back to the first document and attempt to save
"/tmp/foo REVISED.svg"

In step 5, inkscape would provide "/tmp/bar.svg" as the
default file name.

The correct default file name for the first document should
be "/tmp/foo.svg".

It seems that inkscape only globally remembers the last file
name saved. This is wrong. Each document should have its own
"last file name saved" variable.

I just want to add that using the "Save" entry from the file
menu does the right thing, but in the "Save as" case it
would really be better to suggest the current filename
instead of potentially overwriting an unrelated file.
