Confirmed on Windows XP, Inkscape 0.48.3.1.
Not reproduced with 0.48.2 and trunk revision 11342.

Apparently another duplicate of Bug #944077 "inkscape crashed with SIGSEGV in Inkscape::Extension::Implementation::Script::effect()".
