Bug Description

When attempting to start Inkscape 0.48.2 on Windows 2000 SP4 the following message appears:

The procedure entry point ___lc_codepage_func could not be located in Dynamic link library msvcrt.dll.

Linking as duplicate to Bug #933919 “Windows 2000: On start error in msvcrt.dll” for now (probably a duplicate of bug #624091 itself).
