complex script pdf import problem

Bug Description

I am using Inkscape 0.48.2 on Windows XP. When importing pdf in scripts that require contextual-sensitive shaping (such as Arabic, Mongolian, and Devanagari), all characters are rendered in the isolated form as opposed to the correct contextual forms. This is probably unrelated to bug #943079 as there is no space preceding </text> in the svg generated by Inkscape. Moreover, this is not just a rendering problem as some characters are completely missing in the svg (such as U+182D ᠭ in the demo below).

Confirmed on Windows XP, Inkscape 0.48.3.1 and trunk revision 11098.
