improper circle position and size on emf export

Circles in images exported to *.emf format are not shown in the correct position when the EMF file is viewed. Instead they tend to be positioned approximately half a pixel to the left and half a pixel up from the set position. Resizing of the circle also appears to occur.

To see this effect:
    1) Open the attached SVG file in Inkscape.
    2) Export the image as *.EMF.
    3) Open resulting *.EMF file in Inkxcape or Powerpoint.
    4) Observe bug.

For reference, I am using inkscape 0.48.2 r9819 for windows, Windows 7 SP1 64 bit Professional and office 2007

yes, it looks like this is a duplicate.
- reproduced on Inkscape 0.48.2
- not reproduced in Inkscape build 11060, attached is the emf file I get with this build.
