right click on interface to set preferences

It would be nice if a right click on any part of the interface would provide an option to bring up the appropriate part of "inkscape preferences". For instance, in "layers" if the eye and lock icon are too big, or too small for your taste then:
right click on that icon
select "interface preferences" (if there is more than one option, just open it otherwise)
adjust the properties of the interface
Ditto for the other rows and columns of icons and other interface objects.
If no interface property is available, a "no adjustable interface properties" message would come up.
At the moment right click on interface objects does nothing most of the time, so this should not interfere with any existing functionality. I'm assuming that the code supporting the GUI can respond to right clicks on GUI objects.
