Windows 2000: On start error in msvcrt.dll

Bug Description

When I installed a InkScape 048.2.1 then Inkscape tell me a info :
in polish:
Nie znaleziono punktu wejścia procedury ___lc_codepage_func w bibliotece msvcrt.dll
in english:
There is no input points for procedure ___lc_codepage_func in library msvcrt.dll
and no run but exit.

I have Windows 2000+sp4 and I have a msvcrt.dll in version 6.1.9844.0 an there is no this function (I checked it by FileAlyzer) but in installation folder of Inkscape there is a file msvcr71.dll in version 7.10.3052.4 and there is a function ___lc_codepage_func in Windows XP in file msvcrt.dll in version 7.0.2600.5512 core of system there is a function ___lc_codepage_func why I must install a XP ??? but I download a Inkscape in version 0 46 (from http://sourceforge.net/projects/inkscape/files/inkscape) an work correctly (ver. 0 45.1 work good too). Please correct this error or check the system in installation and stop when is older system then XP but better will be when You correct this error an use a msvcr71.dll.

This is a critical error !!!

It is hard to give support for a 15+ year old operating system. Have you ever considered moving at least to XP? Windows 7 is really stable and mature. I`d give it a go. :)
