Bug Description

Path Effect List is not visible on platforms with no scrollbars.
- such as Ubuntu 11.04/11.10 which has liboverlay-scrollbar set by default

I'm getting the impression that it might not really be up to Inkscape to adjust to such a custom modification of the GTK+ toolkit on Ubuntu: the issues affects lots of different widgets / dialogs in Inkscape.

Yes i tend to agree it shouldn't really be up to Inkscape to fix this problem.
But given this is the default appearance in Ubuntu since 11.04 many users will be affected.

Its mostly a simple one line fix to ensure the window has a minimum height, which is generally useful on all platforms.
I am happy to fix these issues rather than potentially leave users with a bad first experience,
especially on commonly used dialogs like Layers and Path Effects.

In the long run it will probably save time to fix it once, rather than having to repeatedly explain it to new users.
