Bug Description
Initially installing the program and creating a simple file, Save. Create New file, or close program and Open or create New and am unable to Save, Save As, or Save a Copy. Fix is to uninstall program and reinstall, however after saving one file, problem repeats.

Which Inkscape version do you have installed (please rely on the information displayed in Inkscape's 'Help > About Inkscape' menu).
If you installed the latest stable version (0.48.2), this is likely a duplicate of
Bug #805095 in Inkscape: “no File->Save As... dialog box if previously opened a file from root directory of a drive.
Hint: with Inkscape 0.48.2, do not save into the root of a drive, nor save files into directories which have a 'dot' or 'period' in one of the names of the full path name (see related issues bug #872669, bug #873146, bug #873954, bug #888678).
