Layer Order not updated in the "Current Layer" pulldown menu always after changing layer order

Bug Description

Windows 7 x64 RTM
Steps to reproduce:
1. Open brand new instance of Inkscape.
2. Layer > Layers... (this is to be used to compare with the "Current Layer" pulldown menu in a later step)
3. Layer > Add Layer (name it Layer88) - Position "Above current" - then add the layer
4. Layer > Add Layer (name it Layer99) - Position "Above current" - then add the layer
5. Compare the "Layers" window and the "Current Layer" pulldown, they should match at this point.
6. Make sure your active layer is still "Layer99".
7. Layer > Layer to Bottom
What happens:
When you now compare in the "Layers" window and the "Current Layer" pulldown again, they do NOT match. In the "Layers" window, "Layer99" is correctly shown at the bottom of the list, however in the "Current Layer" pulldown, it's still shown at the top instead of being the one at the bottom in that pulldown.
What should happen:
The "Layers" window and "Current Layer" pulldown should match each other.

If you select another layer in the "Current Layer" pulldown to make it the active one, that list does update correctly showing "Layer99" at the bottom of the list when you open the list again after the change of active layers.
This is also duplicatable in Inkscape 0.48.1-2.
Linking as duplicate to Bug #166691 “Changing layer order does not update layer selector” - please add a comment here and revert the duplicate status if you don't agree and think these are different issues.
