3D box unable to change axis

when i first saw 3D box tool, I though it was awesome. Now in 0.48.2 I cant worked out how to use it because of limit function on the 3 axis. If I limit one then the other is unlimited and then I get infinitely shaped box like thing. When it first came out you could draw a 3D box now you have to have a degree to work out angles etc and axis limitation. I add the standard setup of 3D box when I try to draw a shape. It starts with Z axis (depressed looks like a pause button) In the image please let me know if this is normal because its frustrating when you try to change the vertices and it messes up the boxes and you have to repeat endlessly.
