Untranslatable and not localized strings in trunk-r10607 (0.49)

All/some strings in the following extensions are untranslatable:
* Typography extension
* Crop extension
* Gears extension
* JessyInk summary extension

Patch for above attached.

And, Optimized SVG output dialog/Help (options) tab (share/extensions/scour.inx) isn't localized.
I don't make patch for this X(

Fix committed in the trunk, revision 10609.
The scour issue should also be fixed (at least I see it in the French file).

The scour issue isn't fixed in ja.
I confirmed it's localized properly when all character entity references are dropped.

Revision 12242 should fix the bug.
Note that it changes the translatable string a bit (≶ and > difficult to handle in multi-line descriptions).
