Bug Description
Though the specification of the URL of localized "keys and mouse references" is available, it is not opened when choosing it on Help menu.

That's a known issue, due to the way python files are translated.
I still hesitate to modify it since the new website (not finished yet) will handle the translated content differently, and won't need changes in Inkscape.
