Setting bug status to 'Opinion' for now: Inkscape does not provide SVG previews/thumbnails for file managers on any of the supported platforms. Since the latest version of IE finally supports SVG images natively, it is more likely IMHO that Microsoft will also provide a native SVG thumbnailer/previewer as part of Explorer.
