empty sidebar eats pixels

Bug Description
It seems Inkscape have this handle on the right side of the screen, just beside the scroll bar. Dragging this results in an empty sidebar. The sidebar handle eats pixels, so I would suggest not showing it if the sidebar is empty.

For now, you can hide the dock with <F12> (this works whether it's empty or not).
