Ignore hidden fonts in Windows 7

Bug Description

Windows 7 (and probably Vista) has the option to hide fonts through the Control panel. Compatible programs then hide the fonts from user selection. This can be a relief since a considerable part of the installed fonts can be useless (but needed in other installed software), and/or protected from uninstallation.

Inkscape currently doesn't seem to be compatible with this function, whereby choosing fonts in Inkscape is a bit more of a pain than it could be.

This bug is quite old but still a problem.

This is a terrible bug, and most people affected by it probably do not know it, they just suffer an extremely low startup time and an unmanageable font list while being under the impression that this is just the way it is meant to be.
