Inkscape 0.48.1, Windows 7
Create a shape or a path and give its fill or stroke either kind of gradient.
Use Document Properties to change the height of the document.
The object you created stays in the same place while the gradient handles move.

Reproduced with Inkscape 0.48.1 and 0.48+devel r10277 on Mac OS X 10.5.8 (i386), but only if the setting 'Affect: Move gradients along with objects' [1] is deactivated (default setting is to have gradients move along with the objects).
It is not obvious from the user interface that the gradient's location with this setting stays "unchanged" relative to the SVG origin (or upper left corner of the page), and not relative to the origin used in the GUI (lower left corner of the page).
