Bug Description
Quite often the task occurs that items have to be labelled in
a drawing, and text boxes do need a uniform background and frame
around them in a constant distance to the text.
I'd like to have a feature which will keep the frame of a box in a constant
(adjustable) distance from the text, irrespectively if text is added
or removed.
Background and frame attributes should be adjustable as they are at regular boxes, means background colour, strokes, etc.

Agreed.
#172094 exactly describes what I'd like to have in inkscape. The OOO solution mentioned does precisely what I want.
