Bug Description
While the SVG itself (and contained text objects) is encoded in UTF-8, the "title" field in the Save As dialog box is encoded in ANSI (this is true also for PDF export title).
If text objects and title field contain non-english characters, there's a conflict in encoding which results the "failed to load the requested file" error message.
A sample SVG is attached. The title is readable when the encoding is cp-1255 and the text object is readable when the encoding is UTF-8.
