Object selection not working / misplaced rubberband / object handle not clickable

Bug Description

Inkscape 0.48 works normal under Win7-32Bit (home premium) without service pack (SP),
after updating to Win7-32Bit SP1 a left click on objects show no effect, no possible selection of objects / object-handles.
Left click (+ drag) on background shows selection rubberband (box), but not at the position of the mousepointer - the selection box has an offset to the right and to the bottom of the window.
After deinstalling the SP1 inkscape works normal - object and ~handle selection are okay again.
Is this an SP1 issue or Inkscape?

Testet the touchpad of my netbook and a bluetooth mouse - same error.

No activity on this issue in close to 10 years. Closing as not reproducible. Please reopen on http://inkscape.org/report if the problem occurs again.
